Horn blows when steering wheel is turned! 700 1988

Yes, not only is it annoying... it's about got my butt kicked a few times when pulling in parking areas...

I've opened up the steering column (plastic on top and bottom) and tried to find the correct wire... looked for a short... none... I pulled the buttons on the wheel... they look good too. My assumption is that the short is in the center of the wheel where this wire joins his buddies in the wiring harness. My question is this: Anyone know what tool is needed to remove the SRS bag from the steering wheel so I can get a visual on this? I can't get my fat head in behind the wheel to look at it, plus... even if I could, I doubt seriously that I'd be able to see all the way up those long plastic tunnels to see the head of the screw or whatever it is...

Any help is greatly appreciated.
