Turn Signal Relay 200 84

My 84 245 Ti's turn signals are acting up... half the time the turn signals come on (including dash directional arrows) but they dont flash (including emerg flasher). Then, without notice other than maybe a temp change, they will start working normally.

Should I suspect the turn signal relay? What else could it be?
