Tail Pipe Smoke 93 940T

Follow up from last night. When I started the car up this morning the smoke looked blue. I used a mirror and flash light and noticed oil seepage from where the turbo housing bolts to the exhaust pipe. This seems to be where the small drops of oil on the garage floor were coming from. I also notice that a small wet spot of oil on the topside of the joint where the exhaust manifold bolts onto the turbo. I removed some of the turbo hoses and could feel radial play in the impeller. Does this sound like excessive turbo bearing and seal wear? Expensive fix? This has the Mitsibishi turbo. Thanks for any help.
