Check that the throttle butterfly is closing all the way.My 82 glt was having the same problem,the needle assy in the idle adjustment assy had broken by some one servicing it and they had adjusted the idle stop and allowed the butterfly to be partly open to get it to idle and this was done by a Volvo dealership.The idle is high because you are getting too much air into then engine so you may even have a vacuum leak somewhere.go arounds and check all your vacuum hoses for crackes and then pinch each one off in turn and see if there is a difference in the idle speed.
