Speaking of speedometers

This is bugging me. Are all the 242 ranging from DL to the turbos, is the top speed on the speedometer stop at 85 mph? I recently saw a picture

of a 242 GLT, its top speed was 85. So if my car had a bored B23, (currently my car is b21f that was recently overhualed)

would its top speed still be 85?
