Help with my 740GL 700 1990

I have two issues that I could use some help with.

1, My steering wheel bounces and jiggles when I go over 70mph. 69mph and below everything is as smooth as can be! Tires? Front end?

2, I had to have some extensive front end repairs due to me hitting a deer. The electronic fan will not work now. I removed the fan from its mounting and hooked it up to a 12vdc power supply and it worked fine. I tried to locate the Electronic Fan Cooling Switch, but could not find it. I think it might have been removed by the body shop and not replaced. Where is it supposed to be located?
