Seat Heater wiring under seat 200 1989

I had my rusting floor pans fixed last week. As I was vacuuming out my rear seats, I noticed that there are two wires, a red and black one, under my driver's seat that aren't connected to anything.

The red wire has a male spade connector and the black one has a female spade connector (or vice versa).

I looked under my passenger seat and these two wires were coiled up together, but I couldn't locate their ends to see if they were connected to each other.

I would just connect them together, but my gut feeling is "red is power, black is ground... do not connect." Thoughts?
