Stiff clutch 200 1986

I just bought a 1986 240 that is in great shape but needs some TLC.

The biggest problem is that the clutch pedal is very difficult to depress. Particularly the last bit needed to completely disengage the clutch.

The previous owner said that it was always like that. The pedal on my '84 245 is stiff but not nearly this bad. Is this just a bad cable or might there be other problems? and if so, what could they be?

One other thing. The heat shielding on the exhaust(mostly the down pipe)is rattling like crazy. Is there a way to secure it or is it easier to just take it off? What would be the easiest way to remove it?
