If the bulb fail indicator (as opposed to the brake fail indicator) comes on, the first point I'ld check are the brake lights themselves. Replace both bulbs so you'll have bulbs of the same brand and age, clean connectors and contacts in the bulb holders, and check if the problem has gone.

Uneven braking is a different problem, but shouldn't light the bulb fail indicator. In case of leaks it might light the brake fail indicator, but that's only a pressure test. If the system's fluid-tight, no indicators should come on. LR brake could be stuck caliper, collapsed hose, failed proportioning valve (there are 2, one for each rear caliper due to triangular braking system) or bad brake line. Could even be a master cylinder or distribution block problem, as each circuit feeds both fronts and one rear.
