both signals flicker on dash when car is running 700 85

Help both signals on dash flicker when car is running also heat guage pins out fuel guage drops off and volt guage drops off when headlite are turned on is the brown wire at the 3pin on bottom of cluster a ground and where does the main ground of the fuse box go to i cant seem to trace it
