Flickering Dash Lights/Dead Battery 200 1986

I bought a 1986 Volvo Wagan with 160,000 miles. The engines sounds extremely good and solid, but the previous owners left the car sitting for about 5 months. We tried to start it up and all of a sudden the panel indicator lights came on and would flicker. The next day the the car wouldn't start and we assumed it was the battery and bought a new battery and when they tested the voltage, it was less than 1100. Do you think this is an alternator problem? Need help!
