auxilary cooling fan 700 1990

My auxilary cooling fan won't turn on. I replaced it with a new one [$281.00 from Trollhatten] and it still won't work. Lot's of opinions, please send me facts! One guy wrote that you can test the fan by shorting sensor terminals - this is not a valid test! Three questions: 1. Should the auxilary fan be on all the time once radiator temp is mid'level on gauge and it's 90 degrees outside? [I moved from Chicago suburbs to McAllen TX and the daily temps are 100+} 2. Which fuse powers this fan and 3. Where is relay for auxilary fan located? Thanks for your good help
