front caliper holding bolt 200 1986

As I was attempting to remove the front caliper on my 1986 245 with hand tools, the lower bolt broke where the threaded part begins . The unthreaded part that came out is not rusty. I got a new bolt at the Volvo dealer and noticed that the threaded end has some red plasticky stuff on it What is that for ?

How should I remove the stub of the old bolt left in and is it a good idea to heat the upper bolt with a propane torch before removing it ?
