Wet Floor 200 1986

I've been working on ever familiar rust on my daughter's '86 244. I've noticed that after a thunderstorm or after a wash, the front floor under the galvinized plate can be 1" deep with water. I've resealed the windshield to no avail, and have proven that when I cover the cowl vents with plastic, the floor doesn't get wet. Thus IMHO, I've got a problen with the cowl assembly or their drains. My question is - how do I get at this stuff? What should I be looking for to fix?
