idle air bypass valve 200 84

the idle air bypass valve on my 84 245 with b23f engine and electronic foul injection does dot seem to be working correctly.Can someone please tell me if the rotary orifice valve for air flow shout more back and forth and stay where you move it too with a screwdriver and rattle around.The idle is up and down what i consider to be a little more than i think is right.Plus the idle jumps up for asecond or 2 every so often for no apparant reason.or could this be influinced by the throttle position switch causing the idle to jump if the switch is made at an idle intermittantly.
