Frame support rust--weld or rivet 120-130 67

In doing my floor pan rust project, I ran into a semi ugly problem. The frame is rusting on the box beam right under the passenger side front right where one puts one's feets.

There is a section that runs the width of the box beam (for want of a better term for it) and vertically for approximately 5 inches.

Would welding a reenforcement along the rusted area and extending several inches front and aft be the best way to handle the problem or should I rivet or use screws?

BTW I am using POR 15 with very good results. The silver drys harder than anything I have ever seen, and the black is no slouch either.
