Fuel tank & fuel pump questions 1800 1970

I just bought a 1970 1800e 2 days ago now. I replaced the battery & battery cables already to see how bad off the fuel system is. From listening to the car, the fuel pump seems to be non-functional as I remember hearing it when the previous owner started the car up. He indicated that the fuel pump was outside of the fuel tank & that it is electric. I am not sure about this since I have yet to find an electric pump available anywhere on the net. Also, in looking at the underside of the car, I only see the fuel filter near the tank & no apparent fuel pump. Any help in this area would be appreciated.

Also, how difficult are replacement tanks to get? Volvo Sports America's website states that due to liability issues, replacement tanks won't be available. I am not sure if that references tanks available through VSA or generally, as there is no link to contact them at (that I am aware of).
