Is turbo+ working 700 88

when i accelerate in 2nd or 3rd (auto trans) from 3000 to 5500 rpm at W.O.T. the boost gauge sits rock steady at 1:30 with no increaseat all.

I'm assuming the turbo+ is not working. what should i check and how can i remedy this?

does anybody remember what year volvo aired the ad where they bragged about the red volvo wagon beating the red porche in the quarter mile?
