Dash lights stay on at idle 200 1982

I just bought a low milage 1982 242 and have batt/alt,brake failure, and bulb failure light staying lit a little and dim to almost nothing when revving at around 1300 rpm. checked alt output--reading 9-10 volts. Changed external voltage regulator as brushes were well below.250. After changing and tightening alt belt--still have low output. Dont have a problem buying new alt ,but, was wondering if the fact the other lights flicker also if its not something else like a poor ground to elec. system. The other lights coming on are not warranted as all bulbs are working and brake system is in excellent shape. Any suggestions would be appreciated
