Loss of Fuel Pressure When Parked 200 1986

My Volvo takes a few revolutions to start after sitting for a hours in hot weather. When it starts it runs rough for a couple of seconds then runs great. It also at times leaves a cloud of grey-black smoke. Restarts are instant. I have replaced the following parts with new: fuel injectors, pressure regulator, fuel filter, and fuel pump check valve. These replacements were done on at a time with no improvement. Whenever I open the system I do not find residual fuel pressure. I cannot find any leaks, mileage is 30mpg and performance is excellent. Oil use is near zero in 3,000 mile.

Could it be the gasoline and the vapor pressure? I also wonder if the fuel pump is weak causing low pressure to start with. My next is to rig a connection to measure fuel pressure.
