Does my master cylinder need a rebuild? ALL 1973

Hello,

I have a 1800es with the dual circuit ATE brake system. I've been having brake problems (pedal is firm, stops car, then begins to sink towards the floor... all in all it means I have to continuly pump the brakes to stop). I went to test the master cylinder by pluging both circuits up to see if the pedal woul firm up but after taking off both of the lines from the master cylinder I noticed that one circuit was pooring fluid out (the one closest to the firewall) and the other would only come out when teh pedal was depressed. Which of these is correct or is it supposed to be like this and do I need to rebuild the master cylinder or buy a new one?
