WHAT IS THE PIPE IN THE STORAGE AREA OF THE 240 200 D PLATE

I AM HOPING THAT SOMEONE MAY KNOW THE ANSWER TO THIS QUERY. IN THE STORAGE WELL OF MY VOLVO 240 THERE IS A HOLLOW METAL PIPE, I REFER TO IT AS A PIPE BUT MY OTHER HALF IS CALLING IT A SHELL. AT THE REAR OF THE AREA THAT RUNS FROM THE ONE SIDE OF THE CAR TO THE OTHER. THE CAR IS IN VERY GOOD CONDITION BUT WE HAVE NOTICED THAT THIS SHELL OF PIPE WHATEVER IS BIGINNING TO RUST AWAY. WE CAN NOW SEE INTO THIS PIPE THROUGH THE RUST HOLES AND THERE DOES NOT APPEAR TO BE ANY WIRES OR ANYTHING RUNNING THROUGH IT.

PLEASE DOES ANY ONE WHAT THIS IS THERE FOR AND ANY IDEAS WHY THIS WOULD HAVE STARTED TO RUST BADLY AWAY WHEN THE REST OF THE CAR IS OKAY.
