windshield washer 900 1996

when I turn on the windshield wahser water squirts out of a valve right behind the grill and also one just like it in the hood. I can put my finger over the valve thinking it will then send the water to the windshied and it begins to send water out of the valve behind the grill. the valve is L shaped with two hoses attached. It has a red button looking opening where the water shoots out. None gets to my windsheild, can someone help me?
