Rear window defroster 700 '88

When I turn on my defroster, the rear window does not clear up (no stripes, or any kind of clearing). In my 240 I would see where the rear window would clear around the strips in the window. I see some thin strips in the window and I also see vents at the base of the window on the deck. Should air be coming out of those vents? If so how can I get the air to come out of there? If not what should I look for to get the windows to clear before winter sets in?
