Idle too low when ac on and in drive 700 1990

Does anyone know if the auto trans sends a signal to the motronic ecu telling it that it is in gear and needs to raise the idle rpm? I have checked for codes, all ok, I have set idle and throttle switch, cleaned AIC valve. Replaced all old vacuum hoses. Done the component check (can hear AIC move) if I unplug it the idle goes way up. Once I restart with plugged in it adjusts idle. The idle drops to aboout 6oo when in gear and ac is on. Any other ideas?

Thanks,

Rich S.
