760 turbo engine questions? 700 1984

I am wondering when the auxilary vacuum pump is suposed to run it never seems to, thus I have no vacuum under boost the engine is the B23fti

Also when the engine is cold it has nearly no power untill it is warm and re-started then it has awsome power for about 3 minutes then it has little power untill it is under a lot of boost then it will unwind. However if i shut off and restart the engine it instantly has power for about 3 more mins. It will do this consistantly. also I checked all the vacuum lines, storage tank ect. they all check out OK. I have a feeling the aux vacuum pump might be the cause of all this trouble but not sure. Any help is greatly appreaciated!!
