does my 84 turbo have the CIS system? 200 84

I am not sure how the idle on my turbo is regulated. There is no manual screw adjustment as on the LH system throttle bodies, and I don't have a CIS Motor that matches the pictures I have seen. Of course there is a hose that bypasses the TB and I has a bosch valve of some kind (part 0280140501) in it. So is this just an auxillary air valve or is it a CIS system? What I don't understand is that if its just an auxillary air valve how do you set the idle.
