air conditioner problem 700 90

My car is volvo 1990, 760 turbo. The fuse of air conditioner was blown. After I put a new one, the fan and heating were fine. However, if I turned the air conditioner on, the fuse was blown again. Any ideas? The steer is very hard. How to improve it? Thanks.
