Will the air intake preheater hose effect the idle severly? 700 1990

I got my timing belt replaced and i noticed that the people who did the timing belt did not replace my air intake pre-heater hose-hose that runs from the engine into the air box, and im wondering if thats affecting my idle or ruining my gas milege or anything like that(the idle is iffy sometimes)
