irregular idle and rpm surge when outside temp is above 85 300 1993

I have a 1993 940 turbo with a perplexing problem. When the outside temp exceeds 85 degrees the car will idle rough and the rpm will surge between 1000 and 2000 sometimes jumping to 3000. This happens independent of the ac being on or off. Today it is cool, aboput 75 degrees and the car runs great. Any ideas as to the problem. Thanks for the help.
