Steering Failed during State Inspection 200 1983

I have a 244 with about 195K miles on it and it recently failed the state safety inspection. With hands on the each front wheel at 3 and 9 o'clock I can feel play in the steering. With hands at 6 and 12 o'clock both wheels are very tight. The inspection station told be that the tie rod end was worn, however, I've checked both tie rod ends and they appear to be tight.

The steering rack is tightly secured to the frame and it appears that the play may be in the rack itself. I really don't want to replace the steering rack if I can avoid it. Has anyone experienced similar problems? Appreciate hearing from you and your comments.
