940 SE Turbo Acting Up 900 1991

I had a minor car accident that happened to the front driver's side (did not go past the wheel well). After having it repaired, I noticed the turbo was not at all like it was before the accident. It was unbelievably sluggish! It is almost like driving in 1st all the time. The Turbo needle does not got into the white section of the Turbo gauge and when you put the throttle to the floor, it drops to where the needle would be at idle. I do not get the same boost at all that I used to get, one mechanic said it was a valve that Volvo or Mitsubishi (turbo manufac.?) is recalling and another said I need a whole new Turbo. Does anyone have any ideas? Thank You ahead of time!
