where is my fuel pump relay '75 245 200 1675

Just got my motor back together after head work (the car, not me) and it's not building fuel pressure. 12 Volts at all the fuses there under the kick panel. no fuel pump whine. fuel pump worked the day the head gasket blew. also: the radio lights up but does not make sound. this worked the last time it was driven. related maybe? all my fuses on the kick panel are good. my Haynes manual isn't real clear on troubleshooting the fuel pump, and i'm basically stuck. Can anyone here shed some light on the subject? Battery is cranking the car over pretty well, reading 11.6 Volts at the battery after sitting for 4 weeks. I can't find any wiring harnesses that i might've left unplugged when removing the intake, exhaust, head. Any help would be greatly appreciated here, or via email.

Thanks to Richard of Upstate NY for giving me the saught-after fuel lines to replace those that melted down when my engine overheated. Thanks Brickboard!
