how do i stop this belt noise? 200 1990

i have a 1990 volvo 240 and have not had any success in stopping a metalic belt whinning noise. i have located the culprit.its the belt that runs the power steering pump.ive adjusted the belt tension and it still makes the noise.if i spray just a squirt of wd40 on it the noise stops imediately only to return 10-15 minutes later.someone told me to try some belt dressing on the belt and i did but had the same result as the wd40.the belt is in good condition and i didnt want to replace it.it seems that the metal pulley on the power steering pump is some how making the belt noise.has anyone had this problem before.How do i get rid of this noise?thank you for any response.
