high idle 700 1985

I've got a 1985 740 Non turbo.

I cn't get the damn idle below about 950-1100rpm. I changed the idle air control, disassembled and cleand throttle body, adjusted throttle position switch, checked linkage, checked for vacumm leaks under the hood. I think I've done all normal things that are mentioned in FAQ. But it still won't stay below the above figures. This may be related, my control valve for hot water between engine and heater core seems to vacumm controled and it doesnt adjust, neither do my vent controls work. I looked and listened but could not find a leak or break under dash.

Anyone with any ideas?
