So, if the car doesn't start, and you DON'T hear the pump at all, suspect the fuel pump relay.

If it doesn't start, but you DO hear the pump for a moment when turning the key through the "run" position, check for spark. If no spark, suspect RPM sensor (among other things).

If it doesn't start, but you DO hear the pump for a moment when turning the key through the "run" position, and you DO have spark, suspect the Radio Supression relay (among other things).
