As I recall, from my 140 days, your steering box has an adjustment on the top to reduce or eliminate free play. Try it.

If your car is all over the road, it certainly suggests toe-out.

Does this mean they're not turning the adjustments 'cause they're frozen?

"...about to have the steering box overhauled..."

A worn steering box won't cause toe-in or toe-out. It WILL cause slop in the steering, however, which you 'n I might be misconstruing as an alignment problem. This free play can exacerbate the feeling of a slight misalignment.

If your box isn't leaking and isn'e binding, it might only need this small free-play adjustment.

Ask your alignment shop for a slight amount of toe-in, which is normally recommended, and should be described (specified) in the manual.
