Volvo newbie 200 1992

Hello, all. A couple of questions from a new volvo owner to the veteran owners.

1. Lately when I shut off my engine, I hear a small squeak from the engine that doesn't last more than a second. Is this a belt that needs to be replaced? The dealership said that I would need new belts (including timing belt) on my next service, or is it something else that I can easily fix?

2. The taillight assembly on my sedan has 6 lights (squares), but only 5 bulbs. It's missing the bottom middle bulb. Is this a secondary brake light for a brake light that fails, or more fog lights? Just curious because there isn't a bulb holder in either place.

3. How hard and how much is it to add front fog lights? I think they look extremely cool, but also help on foggy nights. Is the car already wired for them (front, I have working rear fog lights). I found a harness/plug that isn't being used when I cleaned my engine compartment last. It was bundled with the (I believe) horn(maybe) or front headlights. I could not get any voltage across the terminals with a meter with the fog light switch on/off and regular lights on/off.
