How to install a trailer hitch on 1988 240? 200 1988

I have a very small and lightweight boat and trailer I would like to tow with my 1988 240DL sedan. So, I recently purchased a used trailer hitch on Ebay. This hitch is a VOLVO hitch and I have all the hardware with it too.

My problem is.... I'm not such how to install it on the car. I think I see the holes in the car frame, but the plastic "skirt" on the back of the car seems to be in the way. Do I need to cut this plastic thing? or just remove it? or what? Also, there is some kind of tow hook or something on the right side of the car frame. What can I do about that? Any advice?

Also, any advice on where to conect the trailer wiring?
