Cold starting consistently bad 700 1989

740GL Always needs about 10 key turns to get started (regardless of whether the tank is full or low), then it is good for the day. Both fuel pumps run (I hear the buzz in the tank and feel the main pump pulsating, so does the fuel pump relay. I haven't found any hose leaks. I'm suspecting that it is the in-tank pump or possibly a clogged fuel filter. My next test will be to buy a fuel pressure tester. I've read all of the brikboard fuel section help. Any ideas?
