idle problem - bad computer? 700 1986

Ok, I've checked EVERYTHING on my 86 740 Turbo, and I still am getting no idle control from the idle control valve. I've replaced the valve with a known good one, I've checked all the wiring, throttle switch, etc, as per the Volvo shop manuals. What are the chances that the icle control circuitry in the fuel injection control unit could be fried? The local Volvo salvage place wants $125US for a used control unit (computer), but won't let me test it first to make sure that's the problem. I hate to spend the $125 only to find that the control unit wasn't at fault.

Anyone ever had a bad FI computer?
