Flame Trap Questions 740-760 88

I have replaced some leaking seals on the B230F at 150k mi. I installed a new flame trap as well. I still find the oil filler cap wants to be blown off, not sucked on to its opening. If I pinch off the big hose that comes out of the flame trap "Y" fitting, the filler cap is then sucked on to its opening. Am I seeing normal behavior, or is something still clogged?
