Favor from 960 owners 900 1992

I have a favor to ask of any and all 960 owners out there with trannys that are working correctly at the moment (I know that is a long shot from the wave of recent posts). I need to know what voltage the lockup solenoid signal wire is carrying when it reaches the connector at the transmission, with the key simply turned to the "on" position but engine not running, vehicle at rest.

This is the yellow wire in the rear-most connector on the left-hand side of the transmission (the wire is in connector position 3). Measure the voltage with the key in the "on" position, but without the car started. When you separate the connector, make sure you measure the voltage from the wire coming from the TCM.

My green manual says the wire should carry a 12v signal when the TCM wants the torque converter to lock-up, but 0v when it doesn't. Mine is indicating a constant ~4 volts at rest and 12v when the TCM sends the lock-up signal. From further testing, I found that the 4 volt constant signal is eminating from the TCM itself and therefore the short, if there is in fact one like I think, is in the TCM itself. Before I open up a line of credit to replace the TCM, I want to make sure that this 4 volt constant signal is, in fact, not supposed to be there.

So...if someone could verify that their lock-up signal wire is showing 0v at rest, I would GREATLY appreciate it.

btw: my TCM is one of the "early" ones (from 1992 that dealers were supposed to replace because they didn't shift correctly or something). Does anyone know if these were an actual recall, or if dealers just replaced them if the customer complained enough? If it was an actual recall, can I get Volvo to replace it for free since mine evidently wasn't replaced? FYI my TCM is part #3515784, whereas the "replacement" TCMs were part number 9144038.
