High NO Reading in CT Emissions 200 1992

Well ....I tried everything suggested . No intake Manifold leaks and all injector seals are great. Vacuum is fine. New O 2 sensor and Cat. New Flame trap and new Vac lines. Fuel cap is OK . Fuel vacuum lines all clean.

Car runs great . Timing is non adjustable ( special slug prevents it )

It has been suggested that I may have a bad CAT. Is that possible ?

The new one was installed about 3 mos. ago ..The car failed again after that with a higher NO reading than before. Thank You all for the help you have given me
