Ignition computer 700 1986

My mechanic tells me my ignition computer has died. The first thing i noticed is that my ī86 760 turbo lacked all power and when i was looking for the problem i noticed that the ignition timing was 20° btdc and i canīt adjust it.I donīt think my vibration damper is teasing me, there is no movement in it, but i have to ask, could he be right, if the I.C. has died could the car still run with the timing so wrong.

What should i do to isolate the problem. And to add to the problem, this is an Canadian market car and i live in Iceland and getting parts for this car is no picnic.
