Running too Rich? 200 1984

Hi,

just sent the mechanic's daughter to college for another year having him figure out why my 245 B323F was idling like stink. Car ran at any speed fine, but stopped at the idle speed was all over the place.

Cleaned the flame trap and check for vacuum leaks. Replaced the idle control valve with new Bosch part, but that didn't fix the problem.

The "trusted" mechanic, got his name off the brickboard!, replaced the fuel pipe, because he said when cold, the engine was running too rich.

The problem is 90% fixed, but still when cold and for the first five minutes driving, whenever at idle the car still bounces the idle speed up and down. Why does it do this? When the car has warmed up, the problem stops. Does the fuel pipe control the gas mixture when the car is cold? What can I do to eliminate this cold idling problem (before winter returns to Chicago)?
