flaking paint on luggage rack 700 1992

The paint is flaking off of the luggage rack on my '92 740 wagon. I need to: (1) strip off the paint and leave it chrome(?), or (2) strip off the paint and re-paint the rack. Does anyone have any advice on painting the rack? I'm not sure of how to get the paint to stick to the chrome. Or what about stripping off the paint and leaving it chrome? How would one go about protecting the chrome against rust? Any advice is welcome.
