Do all Volvo 200's lack low end power?!? 200 1985

Question for fellow 200 owners. I love my recently purchased 244 turbo intercooler ('85), and it has impressive mid-range boost and high end power, but why do I get no turbo boost in 1st gear (turning@ 3200rpm). I have to hit about 3800-4000 revs to get boost only to have the car bog down in 2nd gear for a few seconds (2nd gets boost at 3000 rpm).

Do volvos like/require more revs in low gears to get them going? I took a quick look at the waste-gate and it no longer has a non-tamper ring, just a cotter pin...I assume it has been tampered/adjusted at some time.

Again, it is mostly first gear that lacks power. Help with this could save me from the raging drivers behind me (I almost get rear-ended at every stop light/sign)! Thanks to all who can help.
