142E can it be saved? 140-160 1971

Hello, I recently picked up a '71 142E with a B20E for super cheap, mainly for the learning experience of fixing it. It recently ran but since I have had it will only turn over, there is an abundant build up of oil on the engine, but over all is in good condition.

I know this is a broad question, but what are the first things that I should check out?

Could someone comment on the Perlux Electronic Ignition

from IPD, (ease of installation, effectiveness, etc.)

Also any other helpfull hints.
