Car idles too slowly at start up 240-260 1979

I have a 1979 242 GT 2.1F. It has approximately 250,000 km. I recently had the seals of the injectors replaced. The car runs fine when it is warmed up but it now wants to stall when I first start it up. I have to keep my foot on the gas until the car warms up. The CO mixture was just checked. The cold injector seems to work. The auxiliary air valve also seems to work. Is there anything else related to the Bosch fuel injection system that helps the car increase its idle speed at start up (like a choke)? The idle speed is fine when it is warmed up (about 900 RPM) but when first started idle speed is closer to 400!!!

The car used to idle closer to 1100 when started and slow down to its proper speed when warmed up.
